Mr. Killagane is a retired Managing Director of a National Oil Company - Tanzania Petroleum Development Corporation (TPDC). He held the position for eighteen years. Prior to that he had been working in various capacities within TPDC including being a Director of Finance.

 

Overall he has thirty eight years of experience with TPDC. Mr. Killagane has been involved in various phases of oil and gas exploration and development cycles within the country from the first onshore gas discovery and the biggest offshore discoveries in 2010s.

 

Yona taught briefly at the former Institute of Development Management Mzumbe (now Mzumbe University) in Tanzania. He has continued to be fully involved in the accountancy development in the country through lecturing, and writing books and articles in accountancy related fields.

 

Yona Killagane is a professional accountant. He qualified with the Chartered Association of Certified Accountants (ACCA) in U.K. and possesses a Masters degree in Finance from Strathclyde University in Scotland. With his years of experience in leadership and professional skills Mr Killagane is optimistic in transforming his country in on accountability and good governance of newly discovered economic resources of oil and gas resources

 

Ludovick  Utouh  was  the  Controller  and  Auditor  General  of  the  United Republic of Tanzania for a period of eight years  from the 19th August, 2006  to 19th September 2014.

 

As Controller and Auditor General, Mr. Utouh  was  the Chief  Executive  Officer  of  the  National  Audit  Office  of  Tanzania  (NAOT), which  is  the  Supreme  Audit  Institution  of  the  United  Republic  of  Tanzania. Mr. Utouh  had  the  responsibility  of  ensuring  that  the  Government  of  the United Republic of Tanzania and its various institutions, was  properly audited in  accordance  with  the  International  Auditing  Standards  (ISA)  and  INTOSAI Standards  (ISSAIs)  and  guidelines  and  that  timely  quality  audit  reports  were prepared  and  submitted  to  the  Parliament  on  the  statutory  due  date  of  31st March of each year.

 

In  the  course  of  the  eight  year  period  as  Controller  and  Auditor  General,  Mr. Utouh  wrote  and  presented  many  professional  papers  in  diverse  areas  locally and  internationally. 

 

Mr  Utouh    transformed  and  revolutionized  the  public  audit  office  by introducing  modern  audit  techniques  and  approaches  through  the  use  of technology  in  the  audit  process.This successful transformation led the Controller and Auditor General of the United Republic of Tanzania to be elected a member of the United Nations Board of Auditors for a period of six years effective from July 2012.
