INTRODUCING WAJIBU 

 WAJIBU Institute of Public Accountability (WIPA) is a recently established institution, founded with the purpose of fostering an environment that supports and promotes public accountability in Tanzania.

 

The WIPA’s founders believe that mobilising public engagement on the issue of public accountability is key to ensuring that recent progress made in the field is consolidated and maintained. This will only be able to be achieved if the accountability agenda in the country is people-centred – owned, managed and driven by the people themselves.

 

This includes ensuring the National Audit Office of Tanzania (NAOT) and the other oversight institutions continue to grow in their role as reliable,respected and independent overseers the country’s accountability and good governance structures.This will also involve with the collection and use of public resources with the view of maximizing their impact into the country's development process.The other oversight institutions being refered to include The Prevention and Combating of Corruption Bureau(PCCB),Ethic Secretariet(ES),Social Security Regulatory Authority (SSRA) and other parliamentary oversight committee and Public Accounts Committee (PAC), Local Account Authority Committee (LAAC) and Budget Committee (BC).

 

WAJIBU Institute is founded by the former Controller and Auditor General (CAG) of Tanzania, Ludovick Utouh and retired Managing Director of a National Oil Company - Tanzania Petroleum Development Corporation (TPDC) Mr Yona Killagane. In his former role, Mr Utouh built both a strong institution in the National Audit Office of Tanzania and a strong personal brand as a fearless and outspoken advocate for public accountability with strong personal integrity. Over the eight years of his expereince with TPDC Mr Killagane has been involved in various phases of oil and gas exploration and development circles within the country from the first onshore gas discovery and the biggest offshore discoveries in 2010's.

 

With initial support from Twaweza, the WIPA was officially registered as a (not for profit) company limited by guarantee (Registration No.114341) on the January 13th, 2015. Twaweza has also enabled the WIPA to carry out a range of preparatory activities that have given it a solid foundation from which to grow into a strong and respected organisation working on public accountability in Tanzania.

 

WAJIBU will formally be launched in Dar es Salaam in January, 2016, at the WIPA’s first major event –a conference on transparency and accountability in the oil and gas sector.

To be a think tank that provides value added services in fostering accountability and good governance in the country.

Neutrality

The Institute will be a non-partisan organization, not aligned to any political party, grouping or politician, but working for the benefit of the whole country and all its citizens.

Principled: 

The Institute’s operations will be carried out in accordance with the country’s laws, regulations and the Institute’s own Memorandum and Articles of Association.

People Centered

The Institute aims at serving the Tanzanian public, therefore it will be a focal point to address issues relating to accountability and good governance in the country

 

Accountable

The Institute being an accountability institution, will practice what it will preach by demonstrating in reality what accountability and good governance is all about

Excellence

The Institute will strive to excel in whatever undertakings it will embark on in meeting its stakeholders’ expectations

Honesty:

The Institute will stand for honesty, fairness and impartiality. As such, the institute will be honest, impartial and open to all its stakeholders
